The ongoing dispute between medical residents in the center of Israel and the government is nearing a solution. There is cautious optimism that by tomorrow night the doctors' representatives would have signed an agreement with the government and Israel Medical Association, which has been brokered by Prof. Motti Mironi and Emeritus Judge Yitzhak Zamir who were appointed by the Supreme Court to mediate the gaps between the parties.
However, sources involved in the negotiations fear that senior physicians opposed to the collective agreement, will try to torpedo the understandings that have been reached.
Sources inform "Globes" that the main breakthrough achieved relates to the doctors' demand, both residents and senior doctors, to shorten the duration of the latest agreement from nine years. Ministry of Finance officials have been insisting that this period cannot be shortened (a position supported by the Supreme Court) but these same officials have now agreed to "review points of the collective agreement" after four and a half years. Thus, if the parties reach a joint agreement to make changes at that time, then that could be considered a new collective agreement.
But if the parties cannot reach a settlement on how to apply the agreement, then the dispute will be handed to an agreed arbitrator.
