Partner Communications Company Ltd. ("012 Smile"), was required, following the official governmental publication, dated December 14, 2011, of the Director of the Ministry of Communications announcement, dated December 8, 2011, with respect to the commencement of operation of a Mobile Virtual Network Operator (MVNO).
