Bethel Finances: Ministers pass housing emergency plan

The ministerial legislative committee yesterday approved the wording of the national housing commissions law, the "supertanker" plan of Prime Minister Benjamin Netanyahu, which was earlier approved by the cabinet. The committee decided that the bill will be submitted to the Knesset for approval within ten days. The "supertanker" plan is intended to promote the construction of at least 113,216 housing units under the national housing commissions law.

After the green light was given last month to convene the subcommittees for the expediting of residential construction, following a letter from the Prime Minister's Office to the Ministry of Interior, the Ministry of Finance, and the Civil Service Commission concerning an increase on the number of positions and resources, the cabinet yesterday approved the national housing commissions law to speed up housing construction.

According to the list of plans published by the Ministry of Housing and Construction in April, the "supertanker" plan is supposed to expedite building plans for at least 113,000 housing units, of which 51,000 units nationwide have been marked for discussion by the special housing subcommittees set up at each Ministry of Finance district.

Under the national housing commissions law, projects marked for expedited construction will be discussed by the national housing commission subcommittee. This committee will have seven members, including representatives from the Prime Minister's Office and Ministry of Interior. The committee will have full authority of the National Planning and Building Commission with regard to the national housing plan. A national housing committee will also be set up in each district that will have the authority to discuss and decide the approval of national housing plans and to outline the registration requirements of plans it approves.

Netanyahu told the cabinet, "There is a housing shortage in the State of Israel. Many young people are obliged to live with their parents, soon it will be with their grandparents. Young couples, discharged soldiers and students feel that their dream of purchasing an apartment is receding due to rising prices."

"We started to resolve the marketing side with an historic decision, a historic reform, when we signed - several weeks ago - a major reform at the Israel Land Administration… But even this giant reform is not enough.

"There is one more condition that must be carried out together with those steps that we have already taken. We mean a reform of apartment planning. Completing the legislative process for this reform will take at least a year or two… It is for this reason that we would like to bypass the bureaucracy for 1.5 years with the housing commissions law… We have a highway to close the gaps and bring about apartments."
